Mr. Abdulrahman Sharif Muhammad, was born on the 15th of July, 1965 in Funtua of the old Katsina Province, now Katsina State.

He started his education at the tender age of six (6) at the renown Methodist Primary School, Sabo Ile-Ife in the defunct Western Region of Nigeria between 1971 to 1977. His secondary education span through Government Secondary School, Musawa between 1977 to 1979 and Government Commercial College, Zaria between 1979 to 1982 where, he obtained the WASC/G.C.E. O’level with 7 Credits. He holds a Diploma in Accounting with Distinction from Ahmadu Bello University Zaria, a B. Sc. In Business Administration and a Masters Degree in Business Administration with particular discipline in Finance from the same University. He also holds a Masters Degree in Treasury Management from Bayero University, Kano.

Mr. Muhammad is a Professional Accountant with membership of five (5) Professional Bodies to his credit. These are:-

1. Association of National Accountants of Nigeria (ANAN)
2. Nigerian Institute of Management (Chartered)
3. Institute of Strategic Management of Nigeria
4. Institute of Treasury Management, Nigeria
5. Institute of Certified Public Accountants

He is a Professional Accountant with 26 years, professional cognate experience in the field Accounting and Treasury Management, fifteen (15) of which were in the service of the Supreme Court of Nigeria. He has served the Federal Government in various capacities from 1989 to date. He joined the Federal Civil Service in January, 1989 through the Office of the Accountant-General of the Federation as a Higher Executive Officer (Accounts). He has since risen over the years to the position of Chief Accountant, and is already due for the position of Director (Finance and Accounts). He started his professional career in the Federal Ministry of Agriculture, Water Resources and Rural Development as an Internal Auditor in-Charge of Personnel Emoluments, Increments, Advances and Assets Verification after being inducted in 1989 by the Office of the Accountant-General of the Federation.

1n 1990, he was among the first team drafted to design and install the Internal Control System of the then newly created Federal Ministry of Water Resources, and was place in-charge of the Internal Audit Department.

In 1991, he was among the team that computerized the process of the preparation and payment of the Ministry’s personnel salaries and allowances. Later in the same year he was redeployed for a National Assignment and was appointed the Chief Project Accountant and System Specialist for the World Bank Assisted National water Rehabilitation Project – An IBRD – Financed Water Project of US$306 Million Loan package and a Japanese Grant of US$14.1 Million equivalent.

In 1997, he received commendations for hard work and dedication to duties by the then Honourable Minister of Water Resources and Rural Development. He remained an outstanding officer of the Ministry up till his transfer in October, 2000.

In October 2000 through the general posting of pool officers he was posted to the Supreme Court of Nigeria with resumption deferred by the Head of Service for 2001. While in Supreme Court he served in various capacities few among which includes:-

Serving as the Principal Operational Head in-charge of the Court’s Transcript of Accounts, preparation and retention to the Office of the Accountant-General of the Federation. Preparation of the Court’s yearly and supplementary budgets and the operation of the Foreign Exchange and Inspectorate Unit, this is between July 2001 to March 2004.

He also served as the Assistant Chief Operational Head in-charge of the Central Pay Office and the Court’s Cash Management.

Because of his hard work and commitment to the Court’s functions he established and institutionalized the operation of the Due Process Committee and serves as the Secretary of the Committee up till the coming of the Procurement Act.

In September, 2006, he was again redeployed to the Federal Ministry of Interior as the Head of Revenue Administration charged with the responsibilities of collecting and remitting to the Consolidated Revenue Fund (CRF) the proceed from the sale of the Machine Readable Passports (MRP) and the Combined ECOWAS Resident Permit and Alien Card (CERPAC).

In the two quarters September 2006 to February 2007 he supervised the collection and remittance of an unprecedented sum of N18.4 Billion into the Consolidated Revenue Fund (CRF) as revenue to Government from the sale of International Passports and Alien Cards.

He later transferred his service to the Federal Judicial Service at the instance of the Supreme Court of Nigeria in February 2007.

As a Chief Accountant and Deputy Head of Accounts and Finance, he supervised the operations of the entire Finance and Accounts Department of the Supreme Court of Nigeria.

In January 2009, he was promoted to the rank of Assistant Director Finance and Accounts a position he held until the retirement of the Director in September of the same year when he held the Department in an Acting capacity. He was promoted to the rank of Deputy Director, Finance and Accounts in April, 2012.
